The primary regulations include the Industrial Emissions Directive (IED 2010/75/EU) as amended by Directive (EU) 2024/1785 establishing BAT, the Mediterranean SECA effective May 1, 2025 mandating 0.10% sulphur content, the OSPAR scrubber discharge ban agreed at the June 2025 Ministerial Meeting, national bans in Denmark, Finland, and Sweden from July 2025, and Germany's TA Luft affecting approximately 50,000 facilities.
Wet scrubbers are the most commonly used type, identified as the primary technique taken up in IED ELV and upper BAT-AEL scenarios. High-efficiency wet scrubbers (WSC++) are preferentially selected to achieve lower emission levels. Wet scrubbers generally have at least two effective stages for HCl, HF, metal, and SO₂ removal.
The OSPAR ban will prohibit open-loop scrubber discharges from July 2027 and all discharges including closed-loop systems from July 2029 across 16 Contracting Parties. Denmark, Finland, and Sweden have already enacted national bans starting July 202Ships capable of zero-discharge operation should not face issues, though holding tank capacity may limit flexibility.
The Mediterranean SECA, effective May 1, 2025, mandates a maximum 0.10% sulphur content in marine fuels. It joins the North Sea and Baltic Sea SECAs, creating a European "super emission control area". From March 2027, new zones in the Norwegian Sea will follow. Ships must use low-sulphur fuels or install scrubber systems.
