France is one of the largest technologically driven countries in the European Union. Europe’s electric vehicle market, and especially France, observed much more growth than many other regions during 2020. This is attributed to the large demand for electric vehicle charging stations all over France. Though price is important, as the average individual spending of people on vehicle purchases has increased over the years, companies have been able to manufacture electric vehicles without worrying too much about the price of the vehicles and charging stations because they were targeting only a specific range of audience, but the dynamics have changed. People were not familiar with the electric vehicle concept prior to 2010, but the boom of the electric vehicle concept began in Western developed nations after 2010, in response to the pollution and natural deterioration caused by traditional fuel-based vehicles. The total number of charging stations for electric vehicles in 2012 was only a few hundred, but by 2015 this number rose to close to 10,000. There was no turning back after that, and over time, this number approached 36,000, including all types of charging such as normal charge (=22kW), Type-2 AC, ChaDeMo, CCS, and Tesla SC.

According to the research report titled "France Electric Vehicle Charging Station Market Overview, 2027", published by Bonafide Research, the market is anticipated to grow with the CAGR of more than 20% in forecast period of 2022 to 2027. Slow and moderate types of charging stations are going to retain their dominant position with a significant value share in 2027, but their value share will be constantly declining and they will be substituted by fast charging stations, contributing over 12% of the market share in 2027. The market grew by 58% during the historic period and private charging stations were more than public charging stations. Level 1 and Level 2 type of charging levels formed nearly 90% of the market share.

France has adopted electric vehicles very efficiently in comparison to many other countries in the world, which can be observed through the data in 2019, around 49,340 light-duty electric vehicles, i.e., vans, were in circulation for commercial purposes. Moreover, plug-in electric vehicles constituted 21.4% of the market share in 2021. The major driving factor contributing towards the adoption of electric vehicles and the development of their necessary infrastructure is the extensive efforts by the government of France through subsidies and incentive schemes. This led to awareness among the people regarding the electric vehicle concept. The ambitious plan of the French government is to reach 6,00,000 battery electric vehicles, 4,00,000 plug-in hybrid electric vehicles, and 1,00,000 publicly available charging points up to the end of 2022.

In 2016, the French government launched a programme named ADVENIR with the motive of making the development of the electric vehicle sector fast by financing private electric vehicle charging infrastructure. A 30% tax credit is provided to an individual or company under this initiative on installing the charging station, and this percentage is increased to 40% for an individual on satisfying the minimum criteria requirement. The government plans to develop 3,000 chargeable condominiums. Apart from this, the government of France has even decided to provide necessary subsidies to respective municipalities to promote the growth of charging station infrastructure. The French government has launched a 1 billion euro grant for electric vehicle fast charging.

The other factor contributing to the growth of electric vehicles is environmental concern by the majority of people. Internal combustion engine vehicles are mainly responsible for environmental degradation in many ways. This paved the way for the electric vehicle segment to flourish without any boundaries. Seeing the response, many private players are making a considerable amount of investment in France, such as Volkswagen Group France and Meridiam. Charge Point is going to establish 1400 charging stations in locations such as parking lots, etc. Carrefour, a retail giant, aims to install 700 electric vehicle charging stations and 5000 charging points across its chain of supermarkets and hypermarkets.
Europe was the best performing segment during the COVID in comparison to other regions of the world. In the case of France, only a slight change was observed but the demand almost remained the same with only a negligible increase or decrease by volume and by value.

President Emmanuel Macron set the Mobility Guidance Law for transportation policy in France in 2020. It states to put combustion vehicles phase out by 2040 completely. It is one of the pioneering initiatives by government compared globally. The conversion malus bonus is expected to boost the sales of electric vehicles in France. This will lead to increase in demand for both public and private charging stations across the country. Overall, the French government is implementing policies to accelerate the electrification of the country’s vehicle through its system of taxation and financial incentives. Further national actions complement these policies, such as the continuous expansion of the electric charger network and the procurement of electric vehicles in public fleets, likewise guaranteed by the necessary regulations and future funding.
